Darin brought ten years of experience as a county engineer to the firm, while Jeff served as a county highway superintendent for five years. Both have construction and field experience in highway and drainage projects and in-depth knowledge of the Indiana market.

Darin Duncan founded CivilCon in 2011 with a commitment to providing clients with practical, cost-effective solutions to their infrastructure projects. As President and CEO, Darin is responsible for the overall organization and financial management of the company. He is committed to being personally involved in the oversight of client projects, providing senior engineering project management, reviews and approvals backed by nearly 30 years of experience in the industry. He also spearheads customer development, provides coordination with CivilCon’s business partners and product manufacturers, and sets strategic direction for the company and employees. Above all, Darin devotes himself to ensuring customer satisfaction by bringing together the best team, solution and products for each and every project.
Darin received his BS in Engineering Science from the University of Louisville in 1991 and went on to earn a Master of Civil Engineering from UofL the following year. He is a licensed Professional Engineer in both Indiana and Kentucky. Darin began his professional career in 1991, serving as a Project Engineer for five years with Skees Engineering in Louisville. He then took on the position of County Engineer for Harrison County, Indiana, serving in that role for nine years before becoming the Director of Engineering at CPI Supply in Bedford Indiana, a position he held until forming CivilCon in 2011.
Darin’s personable, professional and detail-oriented approach has made him a valuable industry and community leader. He served as President of the Indiana Association of County Highway Engineers & Supervisors (IACHES) in 2004 and 2005, and currently serves as an associate member of the organization. He is also a past member of the Indiana Local Technical Assistance Program (LTAP) Advisory Board. His community leadership is evidenced by his service as a board member for the Harrison County REMC in Corydon, as a board member and current Chairman of Hoosier Energy in Bloomington, and as a board member of ACES Power Marketing in Carmel and the Harrison County Rural Sewer District in Corydon. He also serves his local community as a member of the Corydon Rotary Club, the Lanesville Heritage Committee and St. John’s Lutheran Church in Lanesville.
Darin lives in Elizabeth, Indiana, with his wife Deonne, sons Blake and Luke, and daughter Abby. In his spare time, he enjoys being outdoors camping, boating and fishing as well as pursuing his hobby of antique tractor restoration and collection.
As an original member and Vice President of CivilCon, Jeff Stamper has been involved with the growth and success of the company from the very beginning. In charge of product sales for the company, Jeff’s straightforward style, outgoing personality, and dedication to the company make him a familiar face and voice to CivilCon’s clients and partners throughout the state.
Jeff began his career with the Scott County Highway Department, simultaneously attending Ivy Tech, where he earned his Associate Degree in Applied Science in 1991. Prior to helping to establish CivilCon, he served for nine years with CPI, a pipe supply company in Bedford, Indiana. Jeff has been involved with numerous Indiana and Kentucky county, city and town projects over his 25 plus years in the industry, gaining extensive construction and field experience, primarily in the areas of transportation and highway drainage.
Born and raised in Scott County in the Hardy Lake area, Jeff moved to Henryville in 2008 where he currently resides. His wife of 18 years, Louise, is a teacher in the Scott County school district, and he has a step-daughter Lindsey, son Blake, and grandson Gavin. Jeff enjoys spending time with his family, vacationing, fishing, and traveling the country to support Blake as he pursues his goal of being a professional golfer. Jeff also spends some time on the course himself, and is a member of the Champion Pointe and Covered Bridge Golf Clubs.
Andrew Boswell joined CivilCon as an engineer straight out of college in 2015. His responsibilities with the company include performing drainage analysis for culverts, small structures and bridges; generating construction plans; and executing professional services agreements such as design contracts for small structure and bridge replacement projects. Andrew also provides support for the company’s outside sales staff, and coordinates the logistics for CivilCon product sales.
Andrew earned his BS in Civil Engineering from the University of Louisville and is currently an E.I.T. working toward his professional engineering license in Kentucky and Indiana.
Andrew, his wife Lindsey, and son Gavin live in Scottsburg, Indiana. He enjoys spending his free time visiting with family and friends, playing golf, fishing and hunting.
Daniel Book joined CivilCon as an engineer in 2017. As one of CivilCon’s newest team members, Daniel has already proven his value to the company and its clients, providing sales support, culvert hydraulics and sizing, stream crossing design plans, and permitting assistance.
Daniel earned his BS in Mechanical Engineering from the University of Louisville in 2016 and went on to receive his Master of Engineering degree in Mechanical Engineering from the University in 2017. Prior to joining CivilCon, he served as a mechanical engineer co-op with GKN Sinter Metals in Salem, Indiana.
Daniel lives in Palmyra, Indiana, where he can often be found helping out on the family farm. He is a member of the St. Michael Catholic Church in Bradford, Indiana.
Sales & Government Affairs
Steve Meyer joined CivilCon in 2014 as a sales representative for the Southeast Indiana region. Steve’s experience in county government, as both a Scott County Commissioner and Councilman, brings valuable insight and guidance to CivilCon’s clients in both the private and public sectors. His prior experience in the industry also includes working in sales and government affairs for CPI Supply.
In addition to his sales and government experience, Steve spent 34 years as a social studies teacher at Scottsburg High School, including 25 as Chairman of the Social Studies Department. He is a member of the ISTA/NEA (Indiana State Teachers Association/National Education Association) and the IACC (Indiana Association of County Commissioners). He received his Bachelor and Master of Science degrees from Indiana University.
Steve has always played an active role in the community, with membership in the Regional Development Authority, Riverhills Planning Services, the Scottsburg Lions Club, and the Scott County Community Foundation. He also served as a nine year board member for Lifespan Services and a ten year board member for Lilly Scholarship.
Steve lives in Scottsburg, Indiana, with his wife Candace, who is the owner of “Minds in Motion.” His son Ryan and daughter-in-law Charlotte live in Sydney, Australia with granddaughter Harper-Matilda.
His son Evan and daughter-in-law Paula reside in San Paulo, Brazil. In his spare time, Steve enjoys boating, traveling and Hanover Beach living.
Jeff Brill joined CivilCon in 2015 as a sales representative serving the 13-county area of Northeast Indiana. Jeff’s prior experience includes 40 years – 26 as Superintendent – with the LaGrange County Highway Department where he was responsible for bridges and drainage.
Active in the community, Jeff serves on the LaGrange County Council, the LaGrange REMC board, and the LaGrange EDC board. He is also a member of the Masonic Lodge, Scottish Rite Lodge, and Fort Wayne Mizpah Shrine Club.
Jeff resides near Wolcottville, Indiana, with his wife Donita. He has a son and daughter-in-law, Evan and Linda, who live in Louisville with their daughter, Ryann. In his free time, Jeff enjoys bike riding and golfing.
Jeff Phillips joined CivilCon in 2017 as a sales representative for the Southwestern Indiana region.
Jeff attended college at Southwestern Illinois University before beginning his professional career in management and sales. His first job was with Schwan’s Home Service, where he initially served as a District Project Manager in Terre Haute, Indiana, before becoming General Manager in New Albany, Indiana. He then accepted a position in territory sales with Phillips Metals, Inc. covering the Midwest and Southern States.
Jeff’s personal interests revolve around his passion for the game of baseball. He has served as a board member for the Jeff/GRC Little League for three years, as a Little League head coach for six years, a Little League All-Star coach for three years, and a travel baseball coach for six years.
Residents of Jeffersonville, Indiana, Jeff and his wife Caryn have two sons, Cole and Jaret. He enjoys spending time with family and friends, watching his boys play sports, and following his favorite pro sports teams, the St. Louis Cardinals and L.A. Rams.
